David W. Conover David Conover and Associates; National Commission on Energy Policy Career Highlights § As Secretary Samuel Bodman’s Principal Deputy and Acting Assistant Secretary for Policy and International Affairs: 1. Advised the Secretary, Deputy Secretary, and White House officials on energy policy during consideration of the Energy Policy Act of 2005 and in the wake of Hurricanes Katrina and Rita; 2. Negotiated the formation of the Asia Pacific Partnership for Clean Development and Climate Change; and, 3. Represented the interests of the U.S. government and energy sector in international conferences, dialogues and negotiations. § As Senior Policy Advisor to Secretary Spencer Abraham: 1. Served as DOE’s representative on the inter-agency White House Task Force on Energy Project Streamlining; 2. Advised the Secretary and Deputy Secretary on energy legislation and EPA, Commerce, and Interior regulations affecting the energy sector; 3. Managed the development of DOE’s legislative agenda for submission to OMB; and, 4. Coordinated the Department’s response to recommendations of the Secretary’s Energy Advisory Board. § As President Bush’s Director of the U.S. Climate Change Technology Program: 1. Developed the first multi-agency climate change technology strategic plan; 2. Advised Executive Branch officials on climate change policy; and, 3. Represented the Administration at international climate change conferences and negotiations. § As Majority Staff Director for the Senate Environment and Public Works Committee: Managed the process for enacting legislation on brownfields redevelopment, comprehensive Everglades restoration, water resources development, wildlife conservation, and beach protection. § As Federal Affairs Director for CH2M HILL Companies, Ltd.: Represented the public policy interests of a multi-disciplinary engineering and construction management firm.
