Michael Goo Natural Resources Defense Council Michael Goo is Climate Legislative Director for the Natural Resources Defense Council, a non-profit environmental group. Michael joined NRDC in September of 2007. Prior to joining NRDC, Michael served as Majority Counsel to the United States Senate Environment and Public Works Committee, under Chairman Barbara Boxer, with responsibility for all clean air and climate change issues. Michael also served as Minority Counsel to the Senate Environment Committee working for ranking member Jim Jeffords. Between 2001 and 2005, Michael served as Minority Counsel to the House Energy and Commerce Committee, under Ranking Member John Dingell, responsible for clean air and climate change issues. Prior to his work on Capitol Hill, Michael worked in the Office of General Counsel at EPA, between 1993 and 2001, serving in a variety of positions, including as Special Assistant to the General Counsel for three EPA General Counsels, and as an air attorney in numerous rulemakings and litigation. Michael’s work at EPA included serving as the lead agency attorney in the American Trucking Associations v. Whitman case, which was eventually resolved in favor of EPA by the United States Supreme Court, in a unanimous opinion, upholding EPA’S National Ambient Air Quality Standards for ozone and particulate matter. Michael also worked as an environmental attorney in private practice for the law firm Perkins Coie between 1988 and 1993. Michael is a cum laude graduate of Vassar College and Washington University School of Law and a member of the District of Columbia Bar.
